在我国大力实施大数据战略的背景下，健康医疗是国家大数据战略重点推进的领域之一。但随着健康医疗大数据业的迅猛发展，健康医疗大数据的安全风险日益凸显，而互联网+医疗使健康医疗大数据安全保护形势更趋严峻。本文通过分析健康医疗大数据安全保护的现状，提出了健康医疗大数据保护的相对安全观，基于我国健康医疗大数据的保护策略和保护重点，尝试从法律监管、人才培养、宣传教育、关键数据保护等方面构建健康医疗大数据安全风险防控体系，在最大限度促进数据应用的同时尽力降低安全风险，在相对安全的背景下达到数据利用和数据安全的均衡状态。
